Superintendent Emmanuel Oggs was born November 2, 1954, in El Paso, Texas, to Pastor LC Oggs and Evangelist Missionary Florine Oggs. He is the third child of eleven siblings. His family relocated to Pacoima, California, then to Littlerock, California. When he was twelve years old, his father accepted the position as Pastor of New Life Church of God in Christ in Rosamond, California, which is where his family settled. Emmanuel graduated from Rosamond High School in 1973.
He married Margree Talley in March 1975, and his wife fully supports him in the ministry. They have five successful children who are active in the church.
Pastor Oggs was ordained an Elder in the Church of God in Christ in June 1978. He served for many years as the Youth Leader in his local church, on the district level, and for four jurisdictional Bishops. He is currently a District Superintendent and an Administrative Assistant in the Fourth Ecclesiastical Jurisdiction Church of God in Christ.
He worked for Rockwell Space Division for ten years. During that time, he completed managerial classes and was the supervisor of Support Operations for six years. Then he worked on the B-1 Bomber for three years. The Space Shuttle Program and the B-1 Bomber program ended, which made him available to help his father-in-law, Bishop G.L. Talley, at Antelope Valley Church of God in Christ. He became the principal of the church-school, Desert Blossom Christian School. Most importantly, he volunteered to be the contractor to build a new edifice for the church ministry. He had learned construction from his father who was a general contractor. Emmanuel faithfully worked with Bishop Talley, without compensation, to get the building completed.
He became the Senior Pastor in July 2011, and the ministry has flourished under his leadership. Pastor Oggs earned the degree of Bachelor of Ministry from Revelation Message Bible College in May 2016. He also serves the community; he is currently Vice President of the Sun Village Chamber of Commerce, which is where the church is located.
